Discussion and comment coordination on the Rocky Hill draft Environmental Impact Report (multi‑neighborhood development with Elm St. access; public comment period noted) and an update on the Meadowbrook 50‑acre solar + battery project (site plan and special permit filed; Planning Board completeness check and public hearing forthcoming).
The committee reviewed two major development items. First, members discussed the draft Environmental Impact Report (EIR) for the Rocky Hill development: a concept with northern and southern neighborhoods separated by a connector road, a single primary access on Elm St., and roughly 91 units in the southern neighborhood and 284 units in the northern neighborhood. Staff noted an ORAD verification of resource areas, a 20‑acre parcel in Salisbury not planned for development, and that the draft EIR covers land alteration, wetlands, water, sewer, drainage, traffic, historic resources, public health, climate resiliency, and construction management. Committee comments and concerns focused on emergency access (the need for a second means of egress and potential paved 20‑foot access replacing a proposed gravel drive), culvert replacement/lengthening with associated temporary and permanent wetland impacts, traffic mitigation (level‑of‑service concerns on Elm St., potential roundabouts, and signal optimization), on‑ and off‑street parking (including use of alleyways and street parking to meet density), public access and multimodal connections (trail and riverwalk crossings with wetland implications), noise from I‑495, potential space for an auxiliary fire station, and stormwater/drainage considerations. Staff and DPW indicated they would prepare comment letters; the draft EIR public comment period was noted as closing January 10th and the state EOEA will use comments to scope the final EIR.
Second, the committee received an update on the Meadowbrook solar project: a proposed solar facility on roughly 50 acres of a 100‑acre parcel with about 13,332 panels on 606 racks, battery storage, and access off Birchmeadow Rd. via the Nihan parcel. The applicant obtained an interconnection permit and filed site plan and special permit materials in December; staff issued a determination that a Planning Board filing was required. The project is subject to a zoning amendment process (a water resource protection special permit was requested by the applicant) that remains under City Council consideration. The Planning Board was scheduled for a completeness check with a public hearing planned in February; peer review for stormwater, environmental impacts, and battery storage was anticipated. The meeting also briefly noted work on a Shared Streets grant for outdoor dining infrastructure and ADA improvements. The meeting was called to order and later adjourned by unanimous vote.
