The Technical Review Committee spent the meeting discussing proposed amendments to the Outdoor Dining Ordinance. Members reviewed the ordinance purpose and definitions and agreed to clarify the term 'barrier' to allow broader treatments by changing the wording to 'barrier/corral.' The committee also discussed and agreed on changes to the fee schedule, including adding a condition that the $100 application fee be paid at submittal and that usage and barrier fees be set during the review and paid prior to issuance of an approval letter. Additional substantive edits agreed to include requiring direct abutter notification, moving loading-zone language into section 'g' (striking the prior 'f' wording), and adding provisions for lighting and electrical services.
The committee set an implementation timeline and process: staff aims to file the ordinance in January with the ordinance in place by the end of February. They proposed an application submittal deadline of March 17, a first review meeting on April 2, and a follow-up meeting on April 16 if needed, to allow DPW time to place barriers before May 15.
