Open Space, Natural Resources, and Trails Committee Meeting

The committee convened with members and one guest from Mass Audubon in attendance. The body approved prior meeting minutes and heard that contracts are being finalized for a trail assessment by Matthew Simth (Woodsman Inc.) and for a land‑management report by Bill Geizentanner (The Collaborative) covering Battis Farm and Powow Hill Conservation Area. There was no public comment or other communications reported.

Much of the discussion centered on a June 20 meeting with the mayor’s office and public‑safety representatives concerning a recently revealed Commonwealth designation of part of the south hill at Woodsom Farm as a Priority Habitat Area — reportedly triggered by eastern meadowlark observations. The committee was advised the designation carries restrictions that could prohibit mowing until grassland birds have bred and fledged (the Commonwealth’s May 15–Aug 15 breeding window) and that mowing during that period would require a request and permit from the Commonwealth. This conflicts with previous plans to mow to discourage breeding in advance of July 4 fireworks; public safety indicated moving the fireworks outside the breeding window posed no problem from their perspective. Committee members had no resolution at the meeting and directed Joseph Buckley to gather additional information from the Commonwealth.

Under scheduled business members discussed the Town Forest — Woodsom Farm Management Report. Discussion ranged across the report’s recommendations, with substantial focus on grassland bird breeding considerations, field management approaches, and public education. No specific recommendations were voted for forwarding to the City or the Conservation Commission; the committee will continue the discussion at its July meeting with the aim of finalizing recommendations for transmission.
